  Ten years ago, the first ministerial meeting of the China Latin America Forum was successfully held in Beijing, officially opening a new stage of parallel and mutually reinforcing bilateral and overall cooperation in China Latin America relations. The establishment of the China Latin America Forum conforms to the trend of peace, development, cooperation, and win-win situations in the era, and is a pioneering achievement in the history of China Latin America relations. In the past 10 years, the China Latin America Forum has flourished and its mechanisms have become increasingly perfect. It has become an important platform for enhancing political mutual trust between China and Latin America, strengthening the alignment of development strategies, and promoting people to people exchanges. The upcoming Fourth Ministerial Conference of the China Latin America Forum is an important measure taken by both sides through consultation to build on the past, explore cooperation, and jointly create the future. It has significant symbolic significance in the process of China Latin America cooperation. The meeting will adopt a number of outcome documents, covering specific measures for cooperation between the two sides in scientific and technological innovation, economic and trade investment, artificial intelligence, finance, infrastructure, agriculture, food, industry and informatization, energy and minerals, as well as the joint construction of the "the Belt and Road" and other fields, demonstrating China and Latin America's firm determination to seek peace, development and cooperation.

Advancing the construction of a community with a shared future between China and Latin America will bring more benefits to the people of both sides. China is comprehensively promoting the building of a strong country and national rejuvenation with Chinese path to modernization, and Latin American and Caribbean countries are also working hard for self-improvement, development and revitalization. China and Latin America have strong economic complementarity, and their development strategies are mutually compatible. Strengthening cooperation has natural advantages. China is Latin America's second largest trading partner. More than 20 countries in Latin America and the Caribbean have joined the "the Belt and Road" family. China has implemented more than 200 infrastructure projects in the region, provided millions of jobs, and actively carried out production capacity cooperation to help the region improve its industrialization level. China and Latin America join hands to promote a comprehensive partnership of equality, mutual benefit, and common development, and jointly build a China Latin America community with a shared future, which will open up broader prospects for cooperation in various fields between the two sides.

Currently, the changes in the world, history, and era are unfolding in unprecedented ways, with a significant increase in global uncertainty, instability, and unpredictability factors. Opposing hegemonic power and advocating equality and mutual respect are the common pursuits of both China and Latin America. Both China and Latin America support economic globalization, multilateralism and the multilateral trading system, oppose unilateralism and economic bullying, and oppose politicizing and weaponizing economic and trade relations. China is willing to take the Fourth Ministerial Conference of the Forum on China Latin America and the Caribbean as an opportunity to discuss development plans and cooperate with Latin America to contribute wisdom and strength to addressing global challenges, promoting global governance reform, and maintaining world peace and stability.
