Joint Statement on the Outcomes of the Annual Meeting between the Chinese Premier and the Australian Prime Minister (Full Text)

Joint Results Statement of the Annual Meeting between Chinese and Australian Prime Ministers

  Prime Minister Albanese visited Shanghai, Beijing, and Chengdu, Sichuan successively.

  Premier Li Qiang held the annual meeting of Chinese and Australian prime ministers with Prime Minister Albanese, and Chairman of the Standing Committee of the National People's Congress Zhao Leji met with Prime Minister Albanese. The leaders of the two countries exchanged in-depth views on China Australia relations and important international and regional issues.

3、 At the annual meeting, the leaders of the two countries reiterated their support for the China Australia comprehensive strategic partnership and emphasized the importance of a mature, stable, and constructive bilateral relationship. Both sides agree to continue promoting the development of bilateral relations, strengthen exchanges and cooperation in areas of common interest, safeguard their respective national interests, and wisely manage differences.


4、 Consistent with the joint outcome statement issued by both sides in Canberra in June 2024, both sides reaffirmed the importance of the 1972 Joint Communique between the Government of the People's Republic of China and the Government of Australia on the Establishment of Diplomatic Relations between China and Australia, and reaffirmed their adherence to their respective national policies and positions as stated in the Joint Communique, including mutual respect, equality and mutual benefit, stable development, and Australia's commitment to the One China policy.

5、 Both sides acknowledge the importance of regular contacts between leaders, ministers, and officials at all levels of the two countries to support the sustained and stable development of bilateral relations. They welcome the resumption of the Fourth China Australia Strategic Economic Dialogue in September 2024, following the previous annual meeting of the Chinese and Australian Prime Ministers in June 2024, and welcome Australia to host the next dialogue within the year. Both sides look forward to holding diplomatic and strategic dialogues and ministerial level economic joint committees in China in 2025.

6、 Both sides reiterated the importance of the United Nations Charter and the World Trade Organization, and agreed to continue cooperation on multilateral platforms such as the United Nations, the World Trade Organization, the G20, APEC, and the East Asia Summit. Australia supports China's hosting of the 2026 APEC meeting and looks forward to its success. Both sides attach great importance to cooperation within the framework of the Regional Comprehensive Economic Partnership Agreement. Both parties recognize the importance of a fair, open, and non discriminatory business environment.

7、 Both sides reiterated their support for cultural exchanges and emphasized the important role of cultural exchanges in deepening bilateral relations. Welcome the increase in the number of direct flights between the two countries, which will drive more personnel to visit each other. Both sides welcome the important role played by the China Australia High level Dialogue and plan to hold a new round of dialogue in China this year.

8、 Both parties agree to continue and expand their exchanges in the following areas:

——Political dialogue, including the Prime Minister's Annual Meeting, Diplomatic and Strategic Dialogue, Strategic Economic Dialogue, Ministerial Economic Joint Committee, and other intergovernmental mechanisms.

——Bilateral trade, including the attendance of the two leaders at the China Australia CEO Roundtable in Beijing on July 15th. Both sides acknowledge the important role of the China Australia Free Trade Agreement in promoting the development of economic and trade relations between the two countries, and welcome the review of the agreement. China welcomes Australia to be the guest of honor at the 2025 China International Fair for Trade in Services and to participate in the China International Import Expo. Both sides welcome the completion of negotiations on the WTO Electronic Commerce Agreement and will strive to promote its integration into the WTO framework. For this purpose, both parties will also collaborate to explore feasible ways to temporarily implement the agreement.

——Agree to establish a new dialogue on carbon reduction policies for the steel industry in the areas of climate change, energy, and environment, and maintain communication between officials from both sides in the fields of climate change and environment, including transparency related matters, dryland agriculture, climate smart agriculture, and green economy. Both sides look forward to holding the 9th China Australia Ministerial Dialogue on Climate Change in China in 2025.

——Strengthen cultural, sports, education, innovation, academic, aviation, health, tourism and other fields of exchange, including restarting the China Australia tourism dialogue. The Australian side continues to welcome Chinese students and recognize their contributions to Australian society. Both sides welcome more Australian youth to visit China for exchange and learning through international youth exchange programs and programs. The leaders of the two countries welcome the exchange of important cultural exhibitions between their national museums.

——Border law enforcement will continue to strengthen bilateral law enforcement cooperation in areas where both sides have common interests, and combat various criminal activities such as drugs, transnational organized crime, and online telecommunications fraud.

9、 The leaders of the two countries witnessed the signing of the following cooperation documents:

(1) Memorandum of Understanding between the Ministry of Commerce of the People's Republic of China and the Department of Foreign Affairs and Trade of Australia on the Implementation and Review of the China Australia Free Trade Agreement from 2025 to 2026

(2) Memorandum of Understanding between the Ministry of Culture and Tourism of the People's Republic of China and the Australian Department of Foreign Affairs and Trade on Tourism Cooperation

(3) Protocol between the General Administration of Customs of the People's Republic of China and the Australian Department of Agriculture, Fisheries and Forestry on Phytosanitary Requirements for Australian Fresh Apples Exported to China

(4) Protocol between the General Administration of Customs of the People's Republic of China and the Australian Department of Agriculture, Fisheries and Forestry on Phytosanitary Requirements for Chinese Fresh Jujubes Exported to Australia

(5) Memorandum of Cooperation between the General Administration of Customs of the People's Republic of China and the Australian Department of Agriculture, Fisheries and Forestry on Paperless Certification of Agricultural and Food Products

(6) Strategic Cooperation Agreement between China Central Television and Tourism Australia

10、 The leaders of the two countries have agreed to hold the next round of annual meeting between the Chinese and Australian prime ministers in 2026. The Australian side invites Chinese leaders to visit Australia at their convenience, and the Chinese side welcomes this.
