Chinese and Pakistani Foreign Ministers Hold Sixth Dialogue

On August 20, 2025 local time, the sixth trilateral foreign ministers' dialogue between China, Afghanistan, and Pakistan was held in Kabul, Afghanistan. Wang Yi, member of the Political Bureau of the Communist Party of China Central Committee and Minister of Foreign Affairs, Afghan Foreign Minister Mutaki, and Pakistani Deputy Prime Minister and Foreign Minister Dahl attended the meeting.

Wang Yi stated that since the resumption of the trilateral foreign ministers' dialogue mechanism in Tunxi, Anhui in 2022, we have continued to promote cooperation in the political, development, and security fields based on the principles of mutual respect, equal consultation, and mutual benefit, safeguarding regional peace and security, and addressing various risks and challenges. The world has entered a new period of turbulence and change.  

Wang Yi expressed that China is willing to deepen good neighborly mutual trust with Afghanistan and Pakistan, understand and support each other on issues related to each other's core interests, firmly oppose any external forces interfering in the region, and firmly oppose any organization or individual engaging in activities that harm each other's national sovereignty, security, and territorial integrity within its own territory. The three parties should further strengthen communication at all levels and continuously consolidate strategic mutual trust. China supports the improvement of bilateral relations between Afghanistan and Pakistan, deepening the integration of interests, insisting on resolving differences through dialogue and consultation, and promoting stable and far-reaching cooperation among the three parties.

Wang Yi pointed out that China and Pakistan are at the forefront of the international community and regional neighbors in helping Afghanistan rebuild stability and expand foreign exchanges. China will continue to uphold justice for Afghanistan in multilateral occasions, promote constructive contacts and exchanges between the outside world and Afghanistan, and support Afghanistan in promoting the normalization of diplomatic relations.

Wang Yi stated that the three parties need to expand development cooperation, increase trade and investment exchanges, strengthen the construction of interconnected networks, and enhance people to people connectivity. We need to improve the security dialogue mechanism, deepen law enforcement and security cooperation, strengthen the crackdown on transnational terrorist activities, and eradicate the breeding ground of terrorism by addressing both the symptoms and root causes on the basis of consensus. We must uphold the principle of inseparable security, value each other's reasonable security concerns, and embark on a path of cooperative security and common security.

Mutaki and Dahl highly praised the positive progress made in the trilateral foreign ministers' dialogue mechanism and appreciated China's contribution to promoting trilateral cooperation. Mutaki welcomes the foreign ministers of China and Pakistan to attend this dialogue and thanks them for their firm support for Afghanistan on the international stage. The current international and regional situation has undergone significant changes, and the Afghan side hopes to take this meeting as an opportunity to deepen friendly relations, strengthen coordination and cooperation, and promote greater development of trilateral cooperation.

Dahl said that Pakistan, China and Afghanistan have close historical, cultural and economic ties, and the three parties have great potential for cooperation. They should jointly promote partnership, strengthen cooperation in trade, jointly build the "the Belt and Road", connectivity, counter-terrorism and other fields, and achieve common development. As a neighboring country of Afghanistan, Pakistan is willing to make greater contributions to the realization of the Afghan peace process and the improvement of Afghan people's livelihoods. Pakistan calls for the lifting of frozen Afghan overseas assets. Based on the principles of equality, mutual trust, and shared responsibility, we will jointly combat all forms of terrorist activities such as cross-border terrorist attacks.

The three parties unanimously agreed to fully leverage the role of the trilateral foreign ministers' dialogue mechanism, strengthen exchanges and cooperation in various fields, and promote regional peace, stability, development, and prosperity.
