Xinhua News Agency, United Nations, March 9th (Reporter Ji Li) Chinese Permanent Representative to the United Nations Fu Cong spoke at the Security Council's open meeting on Afghanistan on March 9th, calling on the Afghan government and relevant parties to work together to promote Afghanistan's stable development and early integration into the international community.

Fu Cong said that currently, Afghanistan is facing multiple challenges such as humanitarian, development, counter-terrorism, and human rights. Improving people's livelihoods is an urgent task. Unfortunately, some countries have significantly reduced or even stopped their aid to Afghanistan, leading to the forced closure of a large number of aid projects by the United Nations and international humanitarian agencies last year. Issues such as food security, public health, and child and maternal malnutrition have become more prominent. China calls on traditional donors, especially those countries that bear historical responsibility for Afghanistan, to immediately resume and increase their aid investment, and to put their concern for the Afghan people into practice.

Fu Cong pointed out that in recent years, Afghan girls have been unable to receive modern education beyond sixth grade, and their basic rights such as employment, medical treatment, access to public services, and participation in social life have been increasingly restricted. The delayed return of Afghan female UN staff to their posts directly affects the effectiveness of international assistance to Afghanistan. The Afghan government should lift the ban as soon as possible to facilitate the work of United Nations agencies in Afghanistan.

Fu Cong stated that eliminating terrorism is the foundation of security. China strongly condemns and firmly opposes all forms of terrorism, calls on Afghanistan to strengthen anti-terrorism cooperation with regional countries, resolutely eliminate all terrorist forces in Afghanistan, and maintain regional stability and tranquility.

Fu Cong said that recently, the conflict between Pakistan and Afghanistan has escalated, causing significant casualties on both sides, and China is deeply concerned about this. The Chinese side calls on both the Palestinian and Afghan sides to maintain calm and restraint, achieve a ceasefire as soon as possible, and properly resolve conflicts and differences through dialogue and negotiation.

Fu Cong emphasized that to address the multiple challenges faced by Afghanistan, it is necessary for the international community and the Afghan government to maintain contact and dialogue, work towards each other with goodwill and sincerity, and find effective solutions to address each other's concerns. The Security Council should adapt to the needs of the situation and provide necessary convenience for contact and dialogue. China will play an active role in resolving the Afghan issue politically and promoting long-term stability in Afghanistan.
