Under the current circumstances, the international community should help Syria maintain overall domestic stability and prevent regional conflicts from escalating and spreading to trigger greater unrest. Advancing inclusive political transition is the foundation for stabilizing the situation in Syria. China calls on all Syrian parties to prioritize the overall interests of the people, exercise mutual inclusiveness, and resolve differences through extensive dialogue and consultation. Syria's transitional government should further advance political dialogue to lay the groundwork for eventual national reconciliation. He stressed that Syria’s security situation remains fragile. Terrorist forces entrenched in Syria frequently stage incidents, posing a grave threat to peace and security in Syria and the wider region. China urges the Syrian transitional government to fulfill its international obligations, translate political commitments into concrete policies and tangible actions, and take all effective measures to resolutely crack down on all UN Security Council-listed terrorist organizations, including the East Turkistan Islamic Movement (ETIM). Fu Cong pointed out that Syria cannot achieve peace and development without a stable external environment. The international community must uphold the UN Charter and basic norms governing international relations, and support efforts to safeguard Syria's sovereignty, independence, unity and territorial integrity. The Golan Heights are internationally recognized occupied Syrian territories. Israel must halt all military operations on Syrian soil and withdraw its troops from Syrian territories at an early date. Fu Cong said China stands ready to work with the international community to play a constructive role in helping Syria realize security and development at an early date and restore peace and stability to the region.
