Hainan Free Trade Port seeks "New Business Opportunities" for Cross-border E-commerce enterprises

Hainan FREE Trade Port focuses on promoting foreign trade liberalization and facilitation, and cross-border e-commerce, as a form of foreign trade, has gained a "new driving force" for development.

Hainan cross-border e-commerce industry foundation is weak but the momentum of growth is obvious. Haikou Customs recently disclosed that in the first half of this year, the customs supervised and released 330,000 bonded import declaration lists for cross-border e-commerce online purchase, an 8.5 times increase over the same period of last year. In June alone, 91,000 orders were completed, a 30 times increase over the same period of last year. By the end of June, there were more than 100 cross-border e-commerce enterprises in haikou Comprehensive Bonded Zone registered with the Customs, an increase of nearly 50% from the end of 2019.

"The release of the Overall Plan for the construction of a free trade port in Hainan will greatly promote the development of the port." Li Jiachen, the fourth-level organizer of The Macun Port Customs Office affiliated to Haikou Customs, said that currently Hainan only carries out cross-border e-commerce business in Haikou Comprehensive Bonded Zone. With the detailed implementation of the free trade port policy, cross-border e-commerce Chambers will embrace more development opportunities.

The core policies of Hainan FREE Trade Port can directly benefit cross-border e-commerce enterprises. The free and convenient foreign trade policy and the "zero tariff" and "first-line" liberalization of foreign trade policy will not only enable e-commerce enterprises to broaden the channels for stocking goods, but also enhance the profit space.

At present, Haikou Customs has launched a number of customs clearance facilitation measures such as "entering the zone first and testing later" for cross-border e-commerce commodities and "one-stop handling" for cross-border parcel clearance.

Hainan Yangpu Bonded Port zone is the first to try out the "first-line release, second-line control" of goods into and out of the management system. Duan Jiyuan, deputy director of yangpu Bonded Port Development Bureau, said in an interview that enterprises in the supply chain in the zone would move in and out freely and trade freely. The advantages of system, shipping convenience, combined with the advantages of land cost and labor price will make the warehousing cost of the bonded port far lower than that of other areas.

Zhuozhi Group, a cross-border industry service provider, plans to set up cross-border e-commerce in Yangpu in cooperation with platforms such as JINGdong International. Chen Zesheng, marketing director of Zhuozhi Group, said that the company is hopeful about hainan's policies on foreign trade settlement, customs clearance and investment support, and plans to introduce cross-border electronic commodities such as beauty cosmetics and health food. Meanwhile, it expects Hainan to realize regulatory innovation in featured categories such as medical e-commerce.

Lin Haiyun, head of the e-commerce department of The Hainan Provincial Department of Commerce, said in an interview that with the help of a single window for international trade, Hainan will realize the conversion of three channels, namely, offshore tax exemption, local tax exemption and cross-border e-commerce. After the closure of the whole island in Hainan, cross-border e-commerce may coexist in two forms: 9610(e-commerce) and 1210(bonded e-commerce), and C2C direct mail for cross-border e-commerce. "At that time, it may be possible for overseas bonded warehouses in overseas areas to be transferred to Hainan.

Experts said Hainan is close to Southeast Asia and has unique advantages in developing cross-border e-commerce. Liu Xiaowen, deputy dean of the School of Information Science and Technology at Hainan Normal University, said that Hainan can make use of the policy of facilitating the work, residence and investment of foreign talents to focus on developing cross-border e-commerce export business for ASEAN. Duan Jiyuan also said that Hainan can be positioned as a core allocation warehouse, as a radiation transfer point in Southeast Asia.

At present, Hainan is speeding up to supplement industrial facilities. In yangpu Bonded Port Area, 11,900 square meters of logistics storage space in the comprehensive pilot area for cross-border e-commerce has been completed, and the new overseas warehouse project has been started recently. In haikou Comprehensive bonded Zone, the cross-border e-commerce stocking and logistics distribution center with a construction area of 22,600 square meters is expected to be delivered and put into use within this year. It has all the functions required by the cross-border e-commerce bonded stocking mode.

Chen Shun, deputy secretary of the Working Committee of Haikou Comprehensive Bonded Zone, said the park will focus on exploring how to realize "first-line liberalization and second-line control" and institutional integration and innovation in foreign exchange exchange, Internet access, delivery and after-sales in the cross-border e-commerce industry.
