A combination of policy measures to push foreign trade enterprises to speed up transformation and upgrading

Recently, the Ministry of Commerce said that it will accelerate the expansion of the market procurement trade pilot, and strive to expand from the current 14 to about 30. In addition, special funds for the development of foreign trade and economic cooperation and guidance funds for the innovative development of service trade will also focus on supporting new forms of trade, with cross-border e-commerce platforms, cross-border logistics development and overseas warehouse construction as priorities.

The Opinions on Further Stabilizing Foreign Trade and Foreign Investment released by the General Office of the State Council recently clearly supports the development of new forms of trade and provides a series of targeted measures. The analysis points out that new forms of trade are becoming an important direction and strong support for China's foreign trade transformation and upgrading.

Ni Yuefeng, director of the General Administration of Customs, pointed out in an interview that cross-border e-commerce and other new forms of business are booming. In the first half of the year, the value of imports and exports transacted online by cross-border e-commerce exceeded 600 billion yuan, up 6.7%, significantly higher than the overall growth rate of imports and exports in the same period. New forms of business, such as cross-border e-commerce, are accumulating new drivers of growth in foreign trade.

It is understood that, in order to further support the development of cross-border e-commerce, the General Administration of Customs has recently launched the return policy for cross-border e-commerce and the supervision reform measures on cross-border B2B export, so that cross-border e-commerce commodities can be imported, exported and returned.

Assistant Minister of Commerce Ren Hongbin also indicated that we will further strengthen support for the development of new forms of trade, including: a new batch of market procurement trade pilot, and strive to expand from the current 14 to about 30. We will support cross-border e-commerce platforms, cross-border logistics and overseas warehouses through funds and other means, and encourage financial institutions to support the construction of overseas warehouses. We will improve tax refund services for foreign trade comprehensive service enterprises, speed up the process of tax refund, and promote more qualified foreign trade comprehensive service enterprises to become "certified business operators" of the Customs.

Improving customs clearance and facilitating personnel movement has also become an important force to support the innovative development of foreign trade enterprises. Ren introduced that it will further standardize and reduce import and export compliance costs, improve the transparency of port charges, and reduce the burden on import and export enterprises. On the premise of strictly meeting the requirements for epidemic prevention, China will continue to negotiate with relevant countries on the establishment of "fast track" and fully implement the "fast track" for qualified foreigners who come to China to resume work and production. We will support the establishment of exclusive channels for foreign businesses to enter the market for procurement in the light of local characteristics in places where market procurement is being conducted on a trial basis.

The analysis points out that with the improvement of foreign trade situation, the state support policy has also shifted from the previous bailout to more supporting enterprises seeking development through innovation and transformation and upgrading, creating conditions for foreign trade enterprises to turn crisis into opportunity.
