Starting from September 1, 12 customs directly affiliated to Shanghai, Fuzhou and Qingdao have joined the "pilot group" of cross-border E-COMMERCE B2B export supervision on the basis of the existing 10 pilot customs.

Double pilot cities to help cross-border e-commerce businesses fly higher
On July 1 this year, China launched the cross-border e-commerce B2B export supervision pilot project and added two export supervision codes "9710" and "9810", respectively corresponding to "cross-border e-commerce B2B direct export" and "cross-border e-commerce export overseas warehouse".
According to the new regulation, enterprises can enjoy facilitation measures such as one-step registration, one-point connection, simplification of declaration, priority inspection and facilitation of return of goods. For the majority of cross-border e-commerce enterprises, the export is faster and smoother. The pilot was carried out in 10 customs directly under Beijing, Tianjin and Shenzhen at first, and the results were obvious within two months. By August 30, the pilot customs had inspected and released 6.323 million tickets of relevant goods, an average of about 100,000 tickets per day.

Zhuang Rui, party secretary of the National Institute of Opening up at the University of International Business and Economics, said the expansion of the pilot program from 10 to 22 customs offices in just two months shows that the reform is timely and effective and has touched the most difficult spots for enterprises.

Customs statistics show that in the first half of this year, the value of imports and exports transacted online by cross-border e-commerce enterprises reached 604.4 billion yuan, up 6.7% year on year. During the same period, the value of China's imports and exports of goods declined by 3.2 percent. It can be said that cross-border e-commerce B2B is the "top student" in China's new foreign trade format, and also the "light cavalry" to stabilize foreign trade.
This year, China added 46 to the original 59 comprehensive pilot zones for cross-border e-commerce, bringing the total number to 105. Ni Yuefeng, director of the General Administration of Customs, said in an exclusive interview with Xinhua news Agency that the Customs will strengthen its support for cross-border E-COMMERCE B2B and comprehensively promote the supervision measures on the return of cross-border e-commerce commodities, so as to facilitate the import, export and return of cross-border e-commerce commodities and promote the healthy and rapid development of new business forms.

In 2019, for example, the average import and export inspection rate of advanced certification enterprises was 0.87%, while the inspection rate of dishonest enterprises was as high as more than 90%, which was basically ticket inspection. This is an epitome of China's efforts to stabilize foreign trade. Since the beginning of this year, China has taken a series of pragmatic measures in tax and fee reduction, credit financing, tariff guarantee insurance, and promotion of "credit insurance + guarantee", making every effort to "stabilize foreign trade" to boost "stability" in foreign trade.

It should also be noted that the current global trade situation remains complex and severe, and there are still many factors affecting the stability of foreign trade. For example, some foreign trade companies told reporters that transportation costs have risen significantly in recent months, especially for sea transportation.
