9710, 9810. Code to help Domestic goods "straight to the world"

For many people, the Numbers "9710" and "9810" may confuse them, but for those who work in cross-border e-commerce, the Numbers are a flash in the eye.

Starting from July 1 this year, China launched the cross-border e-commerce enterprise to enterprise (B2B) export supervision pilot. The main content of the pilot project is to add two export supervision codes "9710" and "9810", respectively corresponding to "cross-border e-commerce B2B direct export" and "cross-border e-commerce export overseas warehouse".

What about the pilot? A set of data can be used as a reference: From July 1, Beijing and other 10 customs took the lead in launching pilot programs. Only two months later, Qingdao and other 12 customs joined the "pilot group". By September 30, the pilot customs had approved 11.4567 cross-border B2B exports. In other words, on average, more than 120,000 shipments are processed each day.

Why is the pilot so popular? The answer can be found from the customs regulation. According to the new regulation, enterprises can enjoy preferential measures such as "preferential inspection", "integrated clearance", "automatic comparison" and "convenient return of goods" through "one-time registration" and "one-point connection", so as to realize paperless customs clearance and more simplified declaration list.

"Compared with the past, the declaration process is simpler, customs clearance and logistics efficiency is faster and the cost is lower, which helps to enhance our competitiveness in overseas markets and expand overseas markets." Wang Yan, business manager of Shandong Overseas Shopping And Trading Co., said the company has exported more than 9,000 orders via the cross-border B2B model in just one month after participating in the trial.

Jiang Dunhua, director of the e-commerce express supervision Department of the Huangdao Customs Port supervision Office of Qingdao Customs, said that through the application of new technologies such as remote video monitoring and intelligent electronic locks, the customs has built a set of safe and convenient operation procedures to ensure the supervision in place and improve the supervision efficiency.

Since the beginning of this year, global trade has been greatly impacted by the coVID-19 pandemic. However, cross-border e-commerce has been growing steadily due to its advantages such as online trading, contactless delivery and short trading chain. Customs statistics show that in the first three quarters of this year, imports and exports through customs cross-border e-commerce management platforms reached 187.39 billion yuan, up 52.8% year on year. In the same period, China's overall foreign trade growth rate of 0.7%.

Many leaders of cross-border e-commerce export enterprises said that the two new export supervision methods of "9710" and "9810" have been adopted, and goods can be delivered directly to overseas enterprises or overseas warehouses through cross-border e-commerce platforms in large quantities, greatly reducing the time for overseas consumers to receive goods.

Luo Guanling, director of the E-commerce research center at The Shanghai University of Finance and Economics, who has long focused on the development of cross-border e-commerce, believes that the shift from more import supervision to "9710" and "9810" specializing in export supervision means that China's cross-border e-commerce sector is making substantial progress.

Zhuang Rui, party secretary of the National Institute of Opening up at the University of International Business and Economics (UIBE), said that the expansion of cross-border B2B export regulation reflects China's accelerating pace of opening up and the growing demand for China in the world. This is a win-win step and there is still a lot of room for future development.

Wang Jun, director general of the Port supervision department of the General Administration of Customs, said that in the next step, the customs will continue to strengthen coordination with relevant departments on the problems that enterprises report in the survey, such as tax exchange support, to form a joint force for reform. At the same time, we will further optimize the filing procedures for overseas warehouses, so as to achieve the goal of "one place for filing, all over the country", constantly improve the supervision mode, solidify the pilot practice and reform effect, and further copy and promote in due time.
