The Cultural Blue Book: Report on the Development of China's Cultural Industry (hereinafter referred to as the Blue Book), edited by Zhang Xiaoming, deputy director of the Chinese Cultural Research Center of the Chinese Academy of Social Sciences, tries to summarize the development trend of the international cultural industry and provide reference for China's cultural industry.
According to the Blue Book, the fourth industrial Revolution has brought about the era of creative economy 4.0, which has lowered the barriers to entry for business. Traditional creative content such as music, film, television and literature is created, distributed and stored digitally. Digital formats make it cheaper for creators of creative content products to expand and invest more easily. Business is more involved, and through artificial intelligence and machine learning based on data analysis, it is easier to serve specific consumers and achieve cross-border distribution. The borderless nature of the Internet allows ideas and businesses to reach a wider range of customers without the geographical or financial constraints of the past. It is becoming easier for businesses to cross borders and regions, and cloud-based applications allow businesses to gain access to business opportunities in other countries or regions. Digital access to creative products by customers around the world will in turn gradually affect those creative products, which in turn will benefit consumers. Consumers have more choices, more convenient and cheaper. Today's consumers can get rid of the need for radio and TV and listen to music or watch movies directly on their mobile phones.
While cities will continue to be the main driving scene for the development of the cultural industry, the blue Book observes a close and mutually supportive open relationship between cities and the creative economy, rather than a one-way dependence. Cities with cultural heritage foundation increase income and improve urban hardware environment by developing cultural tourism; Under the background of each city and region actively attracting foreign investment, cultural and creative industry brings city brand and promotion effect. In addition, creative cities are generally more tolerant of various forms of cultural expression and create a more harmonious and colorful living environment. For example, Beijing is listed in UNESCO's "Creative Cities Network" as a design capital, while Seoul and Tokyo are more likely to be associated with industries such as film and television, games and the Internet. With the transfer of capital and the adjustment of industrial structure, the future prospect of new cultural economy occupying a larger share of major cities and regional economies in developing countries is foreseeable. The policy idea of promoting creative economy and creative city needs to change from "fast policy" thinking to "patient policy" thinking.
Emerging technologies bring some challenges as well as benefits. As Internet advertising and data consumption grow, digital revenues will continue to grow as a share of the industry, the blue book said. While there are many positive digital dividends, negative and unbalanced outcomes can also occur across populations, such as the displacement of unskilled workers, the imbalance between companies with and without Internet access, and the potential for certain people to use the Internet to establish monopolies. While new technologies and new business models offer opportunities to increase efficiency and revenue, innovate faster, explore new markets and reap other benefits, new challenges arise as supply chains, labor markets and certain industries are disrupted. For example, talents and positions don't exactly match.
