At present, the new round of scientific and technological revolution and industrial transformation have brought unprecedented metabolism and fierce competition. In particular, the COVID-19 epidemic has impacted the global industrial chain and some links of the supply chain, which has prompted people to re-examine the construction of the global industrial chain from more dimensions, and thus the global industrial chain is facing profound adjustment. Among them, three new trends deserve attention.
Situation 1: The layout logic of the global industrial chain has changed.
Based on the security considerations of all countries in the world, the industrial chain will develop in the direction of regionalization and localization. In the short term, it is difficult for the global industrial chain system to change in a reverse way. However, various countries have begun to strengthen the consideration of "security" and begin to emphasize more on autonomy and control. The importance of strategic industries related to people's livelihood and the lifeblood of the country has been significantly enhanced. In the medium and long term, the migration and restructuring of the industrial chain will speed up, and the layout logic of the global industrial chain will also change. In the future, some industries will consider vertical integration to shorten the supply chain, and localized and regionalized industrial chains and supply chains will accelerate the formation.
However, it is hardly feasible to move the industry chain completely back to a country. It is likely that for key industrial chains, countries with the ability will establish relatively complete industrial chains around themselves, while diversifying their suppliers and producing the same parts in many parts of the world. Some countries will continue to participate in regional industrial chains led by major countries and seek industrial upgrading and economic development. In this process, China's comparative advantages, such as the super-large market and complete industrial categories, will make East Asia's industrial chain develop more closely.
Situation 2: Scientific and technological revolution catalyzes the evolution of industrial division of labor.
At present, major countries in the world have strengthened deployment of core technologies, top talents, standards and norms in an effort to seize the initiative in the new round of international science and technology and industrial game, which directly urges changes in the global industrial division of labor. The development and application of digital, networked and intelligent new technologies not only bring about the change of industrial thinking mode and the generation of new demands, but also promote the change of the relative importance of different production factors, leading to the change of resource endowment advantages among different countries, and ultimately affecting the global industrial division of labor.
Situation 3: The service industry has a prominent position in the global industrial chain.
With the development of service industry and service trade, people gradually realize that the service industry is not only the intermediate input, but also has penetrated into the activities of value creation and the production of material products. For example, services generate about one-third of the value of traded manufactured goods, and research and development, marketing, finance, and human resources all provide indispensable support for the production and access to market of physical goods. For example, the intangibles that multinationals invest in their global affiliates are of great value. These include software, brands, designs, operational processes, and other intellectual property developed at headquarters. These are services. In particular, with the accelerated development of producer services, the service industry is becoming more and more important for companies and even countries to better participate in global trade and seize a dominant position in the global value chain.
On the whole, the regionalization and localization of the global industrial chain, as well as the development of digitalization, networking and intelligence will be the long-term trend in the future. For China, it is necessary to make real efforts to stabilize the global industrial chain and ensure the safety and unimpeding of the industrial chain, give full play to the advantages of the super-large market, strengthen the tackling of key core technologies, and enhance the core competitiveness of the manufacturing industry. At the same time, we should actively foster and develop domestic industrial chains and regional value chains, and build an independent and controllable system of the whole industrial chain.
