"The goal of maintaining stability and improving quality has rich connotation and extension." "Improving quality" includes further accelerating innovation drive and cultivating new competitive advantages in foreign trade; Further optimize the trade structure and improve the quality and efficiency of trade development; Further promote balanced coordination and promote the sustainable development of trade; Cultivate new business forms and models, and add new momentum to trade development; Accelerate the construction of high standard free trade zone and expand new space for trade development.
It is a sober judgment made after comprehensively considering the current situation of China's foreign trade to maintain the stability and improve the quality of import and export.
Steady growth on a high base is under great pressure. According to expert analysis, in 2021, the scale of China's foreign trade reached $6.05 trillion in two consecutive steps of $5 trillion and $6 trillion, and the scale growth rate in dollar terms also reached a new high since 2010. The contribution of net exports of goods and services to economic growth reached 20.9%. It is not easy to maintain the growth of foreign trade on such a high base.
The external environment is complex and changeable, and the challenge is not small. Gu Xueming said that from the demand side, the global epidemic is still ups and downs, the world economic recovery power is insufficient, and the external demand market is facing uncertainty. The latest WTO report shows that the growth momentum of Global trade in goods has weakened. From the supply side, the supply chain bottleneck is difficult to alleviate in the short term, and the supply of energy and raw materials is still tight. From the perspective of expectation, the difficulties faced by foreign trade enterprises, such as "three shortages and four liters" (i.e. lack of core, cabinet, labor, freight, raw material cost, energy and resource price and RMB exchange rate rise), have not decreased but increased, affecting the confidence of foreign trade entities in receiving orders.
Committee member Yang Decai, Professor of the Business School of Nanjing University, believes that the overall situation of foreign trade is not objective. We should find ways to stabilize foreign trade and exports, constantly improve the quality of export products, improve the core competitiveness of foreign trade, seek progress while maintaining stability, and build a solid foundation for the steady development of foreign trade with high-quality development.

In addition, China's foreign trade industry has a solid foundation and its long-term fundamentals have not changed. We are fully confident to achieve the goal of maintaining stability and improving quality of foreign trade throughout the year.
Continue to release policy dividends and help market players stabilize expectations. The government work report proposes to take multiple measures to stabilize foreign trade. Gu Xueming said that cross cycle regulation should be strengthened. Recently, the State Council issued the "opinions on doing a good job in cross cycle regulation and further stabilizing foreign trade". This year, we should accelerate the effective implementation of relevant policies, such as further expanding the coverage of export credit insurance for small, medium-sized and micro foreign trade enterprises, strengthening export credit support, optimizing foreign exchange services, accelerating the progress of export tax rebate, and helping foreign trade enterprises stabilize orders and production.
Smooth the domestic and international double cycle and help market players take the initiative. Gao Rongkun, director of Shanghai Customs, said that we should give full play to the "gravitational field" effect of China's big market, promote a high degree of economic and industrial integration and deep global integration, make full use of free trade agreements such as the regional comprehensive economic partnership agreement, and take multiple measures to build an international supply chain security system.
In recent years, the rapid and stable growth of China EU industrial chain has to be improved. China Railway Nanchang bureau one belt, one road Committee, Wang Pei, the representative of the Party committee secretary, said that the railway sector will accelerate the construction of a modern logistics system, expand transport capacity, increase the opening of central Europe, and better serve the "one belt and one road" construction, and strive to achieve the goal of stabilizing and improving the quality of imports and exports.

Promote the stability and quality improvement of import and export, and open platforms have great prospects. In December last year, the overall customs clearance time of import and export of Hainan port was 6.14 hours and 0.52 hours faster than the national average in the same period, respectively. The degree of customs clearance facilitation of Hainan free trade port was significantly improved. "2022 is a key year for the preparation of Hainan free trade port for customs closure." Commissioner Shi Zongwei, head of Haikou customs, said that at present, Hainan is planning a customs supervision mode suitable for a high-level free trade port, expanding the pilot of "first-line" liberalization and "second-line" control of import and export management system, carrying out high-level opening stress test, and promoting trade and investment liberalization and facilitation.

Since this year, China has approved the establishment of 27 new cross-border e-commerce comprehensive pilot zones, issued and implemented a new list of cross-border e-commerce retail imported goods, and continued to promote the innovative development of foreign trade. "To promote the stable development of foreign trade, enhance the comprehensive competitiveness of foreign trade and promote the high-quality development of foreign trade, we need to put innovative development in a more prominent position." Minister of Commerce Wang Wentao said that this year, we should strengthen our efforts to support the development of overseas warehouses, build and improve the overseas warehouse network, promote the construction of overseas intelligent logistics platform, cultivate a number of offshore trade center cities (regions), develop and expand new forms and models of foreign trade, and promote the development of trade at a higher level and quality.
