The CPC Central Committee and the State Council have always attached great importance to the healthy and sustainable development of small, medium and micro foreign trade enterprises. Since the outbreak of the epidemic, the CPC Central Committee and the State Council have deployed and issued a series of policies and measures to help small, medium-sized and micro foreign trade enterprises improve their production and business environment. Since the beginning of this year, China's foreign trade has remained stable in the face of uncertain and unstable factors such as the ups and downs of the epidemic, changes in the international situation and poor maritime logistics. At the same time, small, medium-sized and micro foreign trade enterprises still face certain pressure to guarantee orders and performance.
On March 24, Shu jueteng, deputy director of the finance department and spokesman of the Ministry of Commerce, said at the regular press conference of the Ministry of commerce that in view of the actual difficulties of small, medium and micro foreign trade enterprises, the Ministry of Commerce earnestly implemented the decisions and arrangements of the CPC Central Committee and the State Council, studied and issued supporting policies together with relevant departments, made concerted efforts and made efforts to help small, medium and micro foreign trade enterprises prevent risks, reduce costs and increase vitality.
For example, in terms of risk prevention, the Ministry of Commerce and China CITIC Insurance Co., Ltd. jointly issued a work notice to increase the service support of export credit insurance for small, medium-sized and micro enterprises, expand the coverage of credit insurance, reduce insurance costs, optimize claim recovery and upgrade credit services.
In terms of cost reduction, the Ministry of Commerce has worked closely with the State Administration of Taxation and other departments to promote the continuous acceleration of the progress of export tax rebate, optimize tax rebate services and further reduce the financial pressure of enterprises.
In terms of increasing vitality, various financial institutions are encouraged to increase credit support for foreign trade enterprises, especially small, medium-sized and micro enterprises, on the premise of legal compliance and controllable risk.
Recently, the Ministry of commerce also issued the notice on making good use of the service trade innovation and development guidance fund to support the development of new business forms and models of trade, encouraging all localities to make good use of the service trade fund and other direct financing means, promoting the cooperation between financial and credit insurance institutions and the service trade fund to carry out financial service innovation and alleviate the financing problems of export-oriented small and medium-sized enterprises.
In the next step, the Ministry of Commerce will focus on the following aspects to continue to rescue and solve difficulties for small, medium and micro foreign trade enterprises:
First, continue to work with relevant departments and localities to implement the stable foreign trade policies and measures introduced in January this year, and take multiple measures to ensure the stability and smoothness of the foreign trade industry chain and the supply chain.
Second, in accordance with the unified deployment of the State Council and in conjunction with relevant departments, guide all localities to continuously optimize the business environment, implement tax and fee reduction measures in place, continue to rectify the problems of arbitrary charges and fines, and support the stable development of foreign trade enterprises.
Third, guide enterprises to promote import diversification, strengthen international cooperation and build mutually beneficial and win-win trade channels for raw materials.
Shu jueteng said that next, the Ministry of Commerce will take multiple measures to help foreign trade enterprises cope with external uncertainty with the certainty of policies, and help enterprises climb over the ridge and achieve stability and long-term development.
