According to the official website of the Ministry of transport, the State Administration of Taxation, the Ministry of public security, the Ministry of finance, the Ministry of transport, the Ministry of Commerce, the Ministry of culture and tourism, the people's Bank of China, the General Administration of customs, the State Administration of foreign exchange and the China Banking and Insurance Regulatory Commission jointly issued the notice on Further Strengthening the support for export tax rebates and promoting the stable development of foreign trade (hereinafter referred to as the notice). The notice said that it was necessary to further strengthen the policy support for enterprises, Improve the convenience of tax rebate handling and optimize the business environment of export enterprises.
The notice announced that if an enterprise obtains export credit insurance compensation due to failure to collect foreign exchange for the export business of applying for tax rebate, the export credit insurance compensation shall be regarded as foreign exchange collection and the export tax rebate shall be handled. After the tax rate of export products is consistent, the input tax of value-added tax transferred out due to inconsistent tax rate is allowed to be deducted by the enterprise. At the same time, we will expand the geographical coverage of overseas tourists' shopping departure tax rebate policy. Optimize the layout of tax rebate stores, promote more high-quality merchants to become tax rebate stores, and form a larger agglomeration effect. We will actively promote the convenient payment of departure tax rebates and the "buy and refund" and other convenient measures, promote the tourism shopping consumption of overseas tourists in China, and promote the standardized development of departure tax rebates.

The circular said that it would continue to streamline the submission of materials for export tax rebates, and support and guide export enterprises to handle port and cross-border trade related businesses in a "non-contact" manner. In principle, after submitting the electronic data of declaration through online channels, export enterprises can apply for the declaration of export tax rebate and other matters without submitting paper materials.

The notice points out that on the basis of the average 7 working days of normal export tax rebate in 2021, the processing time of export tax rebate will be further reduced to 6 working days in 2022. Help enterprises improve the efficiency of export business handling, support the healthy and sustainable innovative development of cross-border e-commerce, and guide the healthy growth of comprehensive foreign trade service enterprises.
