While constantly seeking to accelerate the revision of the security strategy, senior officials of the Japanese government intensively carried out foreign visits. Japanese defense minister Nobuo Kishi, who left for the United States on the 3rd, will hold talks with U.S. Defense Secretary Austin on the 4th local time, Nihon Keizai Shimbun reported on the 4th. In addition to consultations on the conflict between Russia and Ukraine and the visit of US President Biden to Japan in late May, the two sides will also communicate with each other on the new cooperation strategy between Japan and the United States on security issues in East Asia. Gangnan Akiba, director of Japan's national security agency, held talks with Sullivan, assistant to the president of the United States for national security affairs, on the 3rd.
In a written interview with Nihon Keizai Shimbun before his visit, kishio said that Japan and the United States would share security objectives, coordinate priorities and formulate new strategic documents. He also claimed that Japan and the United States will coordinate cooperation in new fields such as equipment development and networks to deal with China strategically.
Japanese media said that since May, the US government will formulate the "national security strategy", "national defense strategy" and "national military strategy" in turn, while the Japanese government plans to revise the "national security guarantee strategy", "defense plan outline" and "medium-term defense capacity improvement plan" by the end of this year. Due to the different positioning and nature of Japan's defense plan outline and the US national defense strategy, Japan plans to replace the defense plan outline with the national defense strategy in order to be consistent with the US security system and lay a foundation for Japan US coordinated operations in the future. It is of great significance to strengthen the exchange between the two countries.
In addition to kishio, other senior Japanese officials also paid intensive visits to the United States. According to Sankei Shimbun on the 4th, another senior Japanese official Akiba Gangnan, who visited the United States before Nobuo Kishi, held talks with Sullivan at the White House on the 3rd. The two sides repeatedly played up the "severe" regional security environment and stressed the need to strengthen the Japan US alliance. Akiba also said he welcomed Biden's visit to Japan, saying it would send a strong signal to the region and other regions of the United States' commitment to the Asia Pacific region.
In addition to the above two people, Masako Sato, President of the Liberal Democratic Party Security Investigation Association and former defense minister Onodera and President of the Liberal Democratic Party Foreign Ministry Association, also visited the United States a few days ago. They played up the "peripheral threat" at the activity held by the American think tank "Center for strategic and international research" on the 3rd. Among them, Sato has long advocated that US medium-range missiles should be deployed in Hokkaido to contain China, Russia and the DPRK. The reason is that "in comparison, Hokkaido residents are friendly to the self defense force and the US military, and their concerns about Russia are getting stronger". For this speech, many Japanese netizens questioned and said, "do you want to bully Hokkaido like Okinawa?"
The analysis shows that on the eve of Biden's visit to Japan, senior Japanese officials visited the United States intensively, on the one hand, to create momentum for the next Japan US summit, on the other hand, to deepen Japan US security and defense cooperation, especially to develop Japan's own military strength by hyping the Ukrainian crisis and the "China Russia threat", and to find rationality for the United States to increase its intervention in Asia Pacific Affairs.
According to Kyodo News Agency on the 4th, Japanese Prime Minister Fumio Kishida left Southeast Asia and arrived in Rome, Italy on the 3rd. During his visit to Europe, he will hold talks with leaders of several European countries.
