The State Council Office issued a document to promote the stability and quality of foreign trade and increase financial support for foreign trade enterprises

The general office of the State Council recently issued the opinions on promoting the stability and quality improvement of foreign trade. The opinions help foreign trade enterprises cope with the current difficulties and challenges, help import and export achieve the goal of maintaining stability and improving quality, and "step on the door" for stable growth from 13 aspects, including promoting the smooth transportation of foreign trade goods, promoting the accelerated development of cross-border e-commerce, improving quality and efficiency, and increasing export credit insurance support.
It is proposed to cultivate a new batch of import trade promotion innovation demonstration zones and strengthen the cultivation and construction of import promotion platforms. Support the gradual transfer of labor-intensive foreign trade industries in China, support enterprises to carry out "two ends out" bonded maintenance in the comprehensive bonded zone, and support the stable development of processing trade.
In terms of encouraging innovative, green and high value-added products to open up the international market, the opinions proposed to support enterprises to carry out green and low-carbon trade with high quality, high technology and high value-added. Encourage qualified overseas institutions of Chinese funded banks to actively provide overseas consumer financial products and support foreign consumers to purchase Chinese brand cars on the premise of legal compliance and controllable risks. Support more regions to carry out second-hand car export business, expand the scale of second-hand car export and improve the quality of second-hand car export.

In terms of fiscal, tax and financial support, the opinions proposed to increase export credit insurance support for foreign trade enterprises to further develop diversified markets, and increase import and export credit support. We will carry out pilot projects in an orderly manner to facilitate RMB settlement for trade and investment at a higher level. For small, medium-sized and micro foreign trade enterprises, increase support for export credit insurance in terms of underwriting coverage and shortening claim settlement time, and increase the scale of credit insurance policy financing.

In view of the problems such as logistics obstruction in the foreign trade industry, the opinions require that a service guarantee system for key foreign trade enterprises be established to strengthen the production and operation guarantee of foreign trade enterprises. We will effectively and orderly facilitate the collection and distribution of sea and air ports, further reduce the waiting time of international liner ships, make good use of air freight capacity, ensure the transportation of important parts, equipment and products, improve the customs clearance and operation efficiency of railway ports, and promote the smooth transportation of foreign trade goods. Strengthen market supervision in the field of international maritime transport, and enhance the function of maritime logistics services to stabilize foreign trade.
Gao Feng, a spokesman for the Ministry of Commerce, also said at a regular press conference yesterday that the Ministry of Commerce will help enterprises continue to alleviate the pressure of international logistics in the next step. In terms of shipping, we will continue to promote the expansion of the business scale of direct passenger docking of international liner companies, try our best to meet the cabin needs of small, medium and micro foreign trade enterprises, guide local governments to help enterprises lift containers in time, and improve the efficiency of cargo transfer. In terms of railways, we will strengthen communication and coordination with countries along the international freight trains, and simultaneously improve the customs clearance and operation efficiency of railway ports. In aviation, make good use of air cargo capacity to ensure the transportation of important parts, equipment and products.
