The State Administration of Taxation recently issued the guidelines on preferential tax policies for small and micro enterprises and individual industrial and commercial households, which sorted out and formed 39 preferential tax policies, including the end of the period VAT rebate for small and micro enterprises, the exemption of value-added tax from small loan interest income from financial institutions to small and micro enterprises and individual industrial and commercial households, and the deduction of entrepreneurship tax for key groups.

The United States once again extended the 301 tariff exemption period for China's epidemic prevention products
On May 27 local time, the U.S. Trade Representative Office (USTR) announced that it would continue to extend the 301 tariff exemption for China's medical protection products, which is the second extension of the 301 tariff exclusion period for China's epidemic prevention products after exempting the additional tariff measures for epidemic prevention products.
The US Trade Representative Office previously announced for the first time in december2020 that masks, sponges, tubes and other medical and epidemic prevention supplies and equipment originating in China would be included in the 301 tariff exemption list, and the tariff exemption would be extended after revising some products in the list in November 2021. The exclusion clause was originally scheduled to expire on May 31, 2022. Now the USTR has decided to extend the exemption period to November 30, 2022, involving the exclusion HTS identification code 9903.88.66.
The exemption list covers 81 products, most of which are disposable medical devices or machine parts used to treat patients.
Brazil reduced import duties on some products
On May 11 local time, the Ministry of economy of Brazil announced that in order to mitigate the impact of high inflation on production and life in the country, the Brazilian government officially reduced import tariffs on 11 products. The products that have been eliminated include frozen boneless beef, chicken, wheat flour, wheat, biscuits, baked products and candy, sulfuric acid and corn kernels. In addition, the import tariff of CA50 and ca60 deformed steel bars was reduced from 10.8% to 4%, and the import tariff of mancozeb (bactericide) was reduced from 12.6% to 4%. At the same time, the Brazilian government will also announce that the import tariff of various products will be reduced by 10% as a whole in the near future, except for a few products such as automobiles and sugar.
On May 23, the Foreign Trade Commission (Camex) of the Ministry of economy of Brazil approved a temporary tax reduction measure, reducing the import tariff of 6195 commodities by 10%. The policy covers 87% of all categories of Brazilian imported goods, and the validity period lasts from June 1 this year to December 31, 2023. The policy will be officially announced in the official gazette on the 24th.
This is the second time since November last year that the Brazilian government announced a 10% reduction in tariffs on such goods. According to the data from the Brazilian Ministry of economy, through two adjustments, the import tariff of the above-mentioned commodities will be reduced by 20% or directly reduced to zero tariff.
The scope of application of the temporary measures includes beans, meat, pasta, biscuits, rice, building materials and other products, including the South American common market foreign tariff (TEC) products. Other 1387 products, including textiles, footwear, toys, dairy products and some automotive products, maintained the original tariff.
In order to fight inflation and stabilize prices, Brazil has repeatedly announced the reduction of import tariffs on some commodities.
Russia allows duty-free import of some products
Six months after the Council of the Eurasian Economic Commission decided to exempt food import tariffs in March 2022, on May 16, Russian Prime Minister mishuskin said that Russia would exempt import tariffs on technical equipment and simplify the import procedures of computers, smartphones and tablets.
Previously, in March, the Council of the Eurasian Economic Commission decided to implement preferential tax rates on the import of food and raw materials of great social significance: Food and commodities used in food production (animals and dairy products, vegetables, sunflower seeds, fruit juice, sugar, cocoa powder, amino acids, starch, enzymes and other foods); Food production and marketing supplies; Raw materials for pharmaceutical, metallurgical and electronic products; Products for digital technology development; Articles for the production of light industrial products and products for the construction and transportation industries.

According to the survey of Yale University in the United States, as of May 16, more than 1000 enterprises had adjusted their Russian business in some form due to the conflict between Russia and Ukraine, leaving a huge vacuum, which is also an opportunity for Chinese enterprises.
For Chinese enterprises, they need to pay more attention to the safety of foreign exchange collection in Russia. In March, the EU decided to exclude seven Russian banks from swift, including VTB bank, the second largest bank in Russia; Rossiya bank; State owned Development Bank of Russia (veb, vnesheconombank); Bank Otkritie; Novikombank; Promsvyazbank; Sovcombank。 In May, the EU excluded Russia's largest bank, the Federal Reserve Bank (Sberbank), and two other major banks from the global settlement system swift.
Pakistan prohibits the import of non essential goods
The Ministry of import and export commerce of Pakistan issued SRO Notice No. 598 (I) /2022 on may19,2022, declaring that it is prohibited to export luxury goods or non essential goods to Pakistan.
The prohibited items mainly include: cars, mobile phones, household appliances, fruits and dried fruits (excluding Afghanistan), pottery, private weapons and ammunition, shoes, lighting equipment (excluding energy-saving equipment), headphones and speakers, sauces, doors and windows, travel bags and suitcases, sanitary ware, fish and frozen fish, carpets (excluding Afghanistan), preserved fruits, tissue paper, furniture, shampoo, candy, luxury mattresses and sleeping bags, jam and jelly, cornflakes Cosmetics, heaters and blowers, sunglasses, kitchen utensils, soft drinks, frozen meat, fruit juice, pasta, ice cream, cigarettes, shaving supplies, luxury leather clothing, musical instruments, hairdressing supplies such as hair dryers, chocolate, etc.
The impact of these measures will be about 6billion US dollars, which will "save valuable foreign exchange for the country". In the past few weeks, Pakistan's import bill has been increasing, its current account deficit has been widening, and its foreign exchange reserves have been decreasing. The foreign exchange reserves currently held by the Central Bank of Pakistan will be reduced by US $190million to US $10.31 billion, the lowest level since june2020 and maintained at the import level of less than 1.5 months. Pakistan's current focus is on exports, and the government will have to reduce its dependence on imports.
The free trade agreement between India and the United Arab Emirates came into force
The free trade agreement between India and the United Arab Emirates came into force on May 1. On February 18, 2022, India and the United Arab Emirates signed the comprehensive economic partnership agreement. With the entry into force of the agreement, 90% of Indian goods and 65% of UAE goods will receive zero tariff market access. The agreement will help to increase the bilateral commodity trade volume from the current US $60billion per year to US $100billion per year within five years.
National standard for biodegradable plastics implemented from June
Recently, the State Administration of market supervision and the National Standardization Administration announced that two national recommended standards, gb/t41010-2021 biodegradable plastics and products degradation performance and marking requirements and gb/t41008-2021 biodegradable drinking straws, will be implemented from June 1, and biodegradable materials will meet the opportunity.

China ROK FTA certificate of origin switching
According to the announcement of the General Administration of Customs on adjusting the format of certificate of origin under the China ROK free trade agreement (No. 33, 2022), China and the ROK will cancel the limit of 20 items of certificate of origin of import and export goods under the agreement from June 12, 2022. On November 22, 2021, the General Administration of Customs officially issued sn/t 0370-2021 inspection procedures for packaging of dangerous goods for export in its Announcement No. 97 of 2021. This series of standards is divided into three parts: general provisions, performance inspection and use appraisal, and will be officially implemented on June 1, 2022.
