Win win cooperation and build the "the Belt and Road" firmly forward

It has been nine years since the "the Belt and Road" initiative was put forward. China and the relevant countries of the "the Belt and Road" have insisted on jointly building and sharing, consolidating the foundation of connectivity cooperation, and connecting the development path of common prosperity. The construction of the Silk Road Economic Belt has greatly accelerated the development of Eurasian regional economic and trade cooperation. With the in-depth promotion of the construction of the "the Belt and Road", as the core area of the Silk Road Economic Belt, Xinjiang's regional advantages of introducing resources from the west to the East and connecting the east to the West have become more prominent, making a positive contribution to the promotion of Eurasian international economic and trade cooperation.
At present, the overall strategic situation of the great rejuvenation of the Chinese nation and the great changes that have not been seen in the world in a century blend and stir, bringing new opportunities and challenges to the construction of the "the Belt and Road". At the first "the Belt and Road" Horgos forum held a few days ago, more than 180 experts and scholars who have long paid attention to the construction of the "the Belt and Road" focused on how to deepen the practical cooperation between China and the Eurasian region in multiple fields and at multiple levels under the "the Belt and Road" initiative based on the new development pattern and the "two overall situations", and better give play to the strategic role of Xinjiang in the high-quality joint construction of the "the Belt and Road".
The Eurasian continent has 75% of the world's population, 60% of the world's GDP and 75% of energy. The construction of the Silk Road Economic Belt has greatly accelerated the cooperation and exchange between different countries and civilizations in the Eurasian plate, and achieving win-win cooperation has become the consensus of the vast majority of Eurasian countries. Facing the future, experts and scholars participating in the forum believe that as the joint construction of the "the Belt and Road" moves towards a high-quality development stage, it is necessary to take the joint construction of the hearts and minds of the national people as an important foundation, the hard connectivity of infrastructure as an important direction, and the soft connectivity of rules and standards as an important support.
Central Asia welcomes new opportunities of the "the Belt and Road"
As the place where the "the Belt and Road" initiative was initiated and the first west bound station, Central Asia is an important hub for China to Europe. Over the past 30 years since the establishment of diplomatic relations between China and the five Central Asian countries, China has continuously expanded multi-dimensional cooperation, worked together for common development, and the bilateral trade volume has continued to grow.
By 2021, China's total investment in Central Asia has reached US $14billion, making it the largest trading partner in Central Asia. At the same time, the successive construction of a series of projects, such as the China Kyrgyzstan Uzbekistan highway, the Western China Western Europe transportation corridor, the China Kazakhstan Horgos border cooperation center, and the China Kazakhstan Lianyungang logistics cooperation base, has provided a strong impetus for bilateral cooperation.
In June this year, the third foreign ministers' meeting of "China + five Central Asian countries" was held in Kazakhstan. The meeting jointly issued four documents, including the joint statement, and reached a consensus on continuing to build the "the Belt and Road" with high quality, which will help China and Central Asian countries to take all-round bilateral and multilateral cooperation to a new level.
At the forum, Zhang Weiwei, Dean of the China Research Institute of Fudan University, said that Central Asian regional economic integration cooperation, the docking cooperation between the construction of the Silk Road Economic Belt and the Eurasian Economic Union, the China Georgia free trade agreement, and the construction of the China Pakistan Economic Corridor are all the results of the promotion of infrastructure construction and industrial investment cooperation in the Silk Road Economic Belt.
Central Asia is facing some challenges while welcoming new opportunities of the "the Belt and Road". Since this year, at the important node of the "the Belt and Road", the conflict between Russia and Ukraine has affected the land and air transportation on the Silk Road Economic Belt in a short time. The participants believed that in the medium and long term, the impact of the conflict between Russia and Ukraine on the geopolitical pattern will become an uncertain factor in the promotion of the "the Belt and Road" initiative in the future.
As Russia has suffered extensive sanctions from Europe and the United States, Central Asia may increase its dependence on China in international transportation and seeking import substitution, which also increases the opportunities for trade and investment cooperation between China and Central Asia. At the same time, the connection between the "the Belt and Road" and the Eurasian Economic Union is expected to be closer, so as to further deepen the pattern of regional integration.
We need to constantly strengthen the construction of the "rule road"
Liu Ying, member of the board of the Chongyang School of finance of Renmin University of China and director of the cooperative research department and researcher, said at the forum that at present, the joint construction of the "the Belt and Road" has moved towards a high-quality development stage, which is mainly manifested in high standards, benefiting people's livelihood and sustainability. In the future, we should take the joint construction of the hearts and minds of the people as an important foundation, the hard connectivity of infrastructure as an important direction, and the soft connectivity of rules and standards as an important support.
Xuxiangmin, a professor at Zhejiang University of technology and industry and a member of the academic committee of the China law society, held the same view. He believed that the high-quality joint construction of the "the Belt and Road" should add more "rules" elements.  
Xu Xiangmin further said that the current construction of the "road of regulation" has achieved initial results, such as the medium-term plan for cooperation between China and central and Eastern European countries, the intergovernmental agreement on international road transport along the Asian highway network, the vision and action to jointly promote the construction of certification and accreditation services "the the Belt and Road", the joint statement on food safety cooperation under the "the Belt and Road" and other International Economic Cooperation Corridor rules Supporting rules for infrastructure interconnection have been established, and a series of statements and memoranda have been issued in terms of improving the level of economic and trade cooperation, expanding production capacity, investment and financial cooperation space, and strengthening environmental protection cooperation.
Xu Xiangmin stressed that the construction of the "rule road" needs to be continuously strengthened in the follow-up. First of all, we should establish a strong awareness of rule building and put rule building in an important position in the joint construction of the "the Belt and Road". Secondly, we should deeply realize that unilateralism does not adapt to the trend of cooperation and development, and the relationship between countries must be changed from a "one-man show" in which each country fights its own way to a "chorus" in which the reasonable demands of other countries are taken into account when pursuing their own interests. Therefore, we should promote interconnection and establish rules and systems for economic security; Promote green development and build rules and systems for ecological security; Enhance security cooperation and provide rules and system construction in security assurance. Finally, the construction of rules is not to "start a new stove", but to seek common development and win-win cooperation, and make beneficial supplements and improvements to the existing international cooperation mechanisms.
