At the same time, relevant departments have also said that they will increase policy support, and introduce more measures in accelerating the construction of overseas warehouses, optimizing the customs clearance process of goods return and exchange, and strengthening the protection of intellectual property rights.
Momentum enterprises compete to layout
The number of electric fans sold to the Spanish market has increased by more than 18 times, the number of floor sweepers in the French market has increased by more than 129 times, and the number of grain and Food Grinders in Saudi Arabia has increased by 84 times... In this year's summer promotion of express 2022, the sales of many products have increased significantly, bringing business opportunities to Chinese sellers.
The reporter learned from the interview that as a new form of foreign trade with fast development speed, great potential and strong driving effect, cross-border e-commerce and overseas warehouses have become new focuses for foreign trade enterprises to expand the market, and have also become hot spots for all parties to compete for layout.
Recently, Shandong, Fujian, Hangzhou, Guangzhou, Shenzhen and other provinces and cities have successively held cross-border e-commerce exhibitions, providing "platforms" for upstream and downstream enterprises, providing docking and cooperation opportunities, and promoting local foreign trade enterprises to accelerate the development of cross-border e-commerce business.
At the cross-border e-commerce trade expo in Shandong, Gu Guoming, a farmer entrepreneur from beiwangzhuang village in Laiwu, lingered in various exhibition areas such as image display, product promotion, trade negotiation, professional forums, and exchanged experience with peers and platform enterprises. His company focuses on the development and sales of disinfection pads, cat scratch pads and other special products. Since he tried cross-border e-commerce business, the company's performance has improved significantly.
Some enterprises that deployed cross-border e-commerce in the early stage accelerated their development based on their previous experience. Many interviewed enterprises said they planned to expand their business scope and enhance their competitiveness in overseas markets through more channels such as overseas warehouses and independent stations.
Jiangxi Ruien Industrial Co., Ltd., located in Ganzhou, has 12 overseas warehouses, mainly in European and American markets, and has successively built overseas warehouses in Thailand, Indonesia and other Southeast Asian markets recently. "Thanks to the early layout, the company's foreign trade orders in the first half of the year increased by 30% year-on-year." The person in charge of the company told reporters.
There are also some practitioners with mature business experience who continue to integrate their own advantageous resources and experience and expand relevant service businesses. Xie Fang, a cross-border e-commerce practitioner in Hefei, has established a cross-border e-commerce incubation center with the support of local government departments since 2014. At present, he has helped more than 300 enterprises in Anhui Province transform to a new form of cross-border e-commerce.
"Cross border e-commerce has significantly reduced the threshold of international trade specialization, making a large number of small and micro businesses that cannot, cannot afford, and cannot become new trade operators." Sheng Qiuping, Vice Minister of the Ministry of Commerce, said at the press conference on "opening up domestic and foreign trade and building a double cycle" that at present, more than 30000 enterprises have filed on the online integrated service platform of the cross-border e-commerce comprehensive pilot zone.
Policies are supported by multiple departments
Behind the accelerated layout of all parties is the strong support of national policies and the rapid development of the industry as a whole.
Data show that at present, China's cross-border e-commerce pilot zones have expanded to 132, enterprises in the zones have built more than 2000 overseas warehouses, and the pilot of market procurement trade mode has also expanded to 31. China's cross-border e-commerce import and export have increased nearly 10 times in five years.
"On the whole, new formats such as cross-border e-commerce show phased characteristics of improving quality in stability and gradually optimizing structure and layout." Li Xingqian, director of the Department of foreign trade of the Ministry of Commerce, said at the regular policy briefing of the State Council a few days ago.
However, analysts pointed out that as the international situation changes, the factors driving the rapid growth of new formats such as cross-border e-commerce are also changing, and enterprises need to further enhance their ability to resist risks and innovate.
For example, the exchange rate fluctuated greatly for a period of time, which brought some troubles to cross-border export enterprises. In response to this situation, the Ministry of Commerce and other three departments issued the "notice on supporting foreign economic and trade enterprises to improve their exchange rate risk management capabilities", proposing to support banks to simplify the settlement process through electronic examination of documents and other ways to improve the efficiency of cross-border RMB settlement of new trade formats. The Ministry of Commerce said that next, it would encourage credit insurance institutions to introduce more measures to support the development of new formats such as cross-border e-commerce and overseas warehouses, and provide more targeted and differentiated credit insurance services.
Recently, the central bank issued the notice on supporting cross-border RMB settlement of new forms of foreign trade, which clearly supports banks and Payment institutions to better serve the development of new forms of foreign trade.
In addition, focusing on the common problems of industry pain points and development, relevant ministries and commissions also put forward a series of arrangements, including encouraging multiple entities to build overseas warehouses, introducing policies and measures to facilitate the export return and exchange of cross-border e-commerce as soon as possible, supporting qualified cross-border e-commerce enterprises to declare high-tech enterprises, optimizing the tax rebate process of cross-border e-commerce export overseas warehouses, and continuing to promote facilitation measures such as AEO mutual recognition, supporting cross-border e-commerce New forms of foreign trade such as market procurement have developed healthily, and research and formulate guidelines for the protection of intellectual property rights of cross-border e-commerce.
Li Mingtao, President of the Research Institute of the China international e-commerce center, told the reporter of the economic information daily that the centralized deployment of the policy released the signal that the government supported the vigorous development of new forms of foreign trade such as cross-border e-commerce. "I believe that with the implementation of more targeted measures, the vitality of foreign trade enterprises will be further improved, and the confidence in industrial development will also be enhanced."
Broad prospects add impetus to foreign trade transformation
With multiple advantages, new business forms such as cross-border e-commerce are expected to accelerate development and become an important driving force for China's foreign trade to maintain stability and improve quality, transformation and upgrading. Li Mingtao said that under the situation of great uncertainty in traditional foreign trade, the development of cross-border e-commerce and other new formats will provide new growth points for China's foreign trade.
Xu Yingming, director of the international market Institute of the Research Institute of the Ministry of Commerce, analyzed in an interview with the reporter of Economic Information Daily that new formats such as cross-border e-commerce have broken through time and space constraints, reduced the intermediate links of trade, and become a new force in the development of foreign trade.
Xu Yingming predicted that for a long time to come, the growth rate of new forms of foreign trade will still be much faster than that of traditional trade, and the proportion of new forms in foreign trade will gradually increase. "The rapid development of new business forms is not only conducive to the 'steady volume' of China's foreign trade development, but also conducive to driving industrial transformation and upgrading, promoting the 'quality improvement' of foreign trade development, and will continue to expand the development space of foreign trade."
Li Mingtao pointed out that the development of new formats such as cross-border e-commerce conforms to the requirements of the global market to accelerate the digital transformation. For China's foreign trade, cross-border e-commerce is the new force and leader to promote the digitalization of traditional foreign trade. "The systematic and digital transformation of foreign trade triggered by it will reshape the core competitiveness of China's foreign trade and promote the transformation of China's foreign trade from resource consumption and cost leadership to value discovery and innovation driven."
