In the export cargo terminal of Guangzhou Baiyun Airport, a batch of cross-border e-commerce packages for export, mainly including household appliances, clothes, toys and other "Made in China" goods, are "ready to go" and will be transported to Pakistan, South Africa and other countries along the "the Belt and Road" by export flights. As one of the important international aviation hubs of the national "the Belt and Road" initiative and the "Air Silk Road", such a hot picture often appears at Guangzhou Baiyun Airport.
More than 1000 kilometers away in Shanghai, innumerable goods are neatly stacked in the warehouse of Qingpu Comprehensive Bonded Area, including the same type of exhibits of the 4th China International Fair. After the 4th China International Expo, these exhibits from all over the world will be available on the cross-border e-commerce platform for consumers to purchase online. Once someone places an order, the goods can be delivered directly from the warehouse of Qingpu Comprehensive Bonded Zone. Today, this "exhibition to commodity" model attracts merchants from all over the world to enter the Expo and become participants of the "Silk Road E-commerce".
"Silk Road E-commerce" is a new platform for international cooperation to promote the "the Belt and Road" economic and trade cooperation. At the end of 2016, the Ministry of Commerce of China and the Ministry of Foreign Affairs of Chile signed the first memorandum of understanding on bilateral e-commerce cooperation. In recent years, the "Silk Road E-commerce" circle of friends has been expanding, showing strong vitality and tenacity, and ushering in new development opportunities.
The relevant person in charge of the Ministry of Commerce said that China has signed a memorandum of e-commerce cooperation with more than 20 countries and established a bilateral e-commerce cooperation mechanism to jointly carry out multi-level and multi field cooperation in policy communication, planning docking, industrial promotion, local cooperation, capacity building, etc. At present, the partners of "Silk Road E-commerce" cover five continents and become new channels and highlights of economic and trade cooperation.
Improve communication channels
The international cooperation of "Silk Road E-Commerce" continues to deepen, an important reason is that China's national level cooperation mechanism and local level hub node building are comprehensively accelerating. In recent years, the State Council has successively set up a comprehensive pilot zone for cross-border e-commerce in six batches. A series of policies supporting the development of cross-border e-commerce have been put into effect, and the list of cross-border e-commerce retail imports has been continuously enriched.
With the deep integration of all parts of the country into the construction of the "the Belt and Road", especially under the influence of epidemic and other factors, offline market development has been blocked. The "Silk Road E-commerce" has become an important starting point for all parts to accelerate the construction of the "the Belt and Road". Many places have made efforts to build themselves into node cities of the "Silk Road E-commerce" on the basis of cross-border e-commerce comprehensive pilot areas.
China also held a series of activities to vigorously promote the connection of high-quality and characteristic products of the "Silk Road E-commerce" partner countries to the Chinese market and expand new channels of trade and investment through special area sales, live broadcast in the base, online national pavilion and multi platform linkage. In September this year, the 2022 China ASEAN Silk Road E-commerce Forum was held in Nanning, Guangxi. As a series of forum activities, the online forum special online promotion festival lasting more than 10 days helps Guangxi's featured products "go global" with the promotion mode of "Internet plus featured products". At the same time, the Department of Commerce of Guangxi Zhuang Autonomous Region and the Guangxi Bureau of Exposition jointly guided the Tiktok platform, held a special live broadcast of ASEAN goods recommendation, invited ASEAN diplomats to interact and exchange, and recommended China ASEAN featured e-commerce products.
Both exchanges and capabilities should be enhanced. In recent years, the Department of E-Commerce and Information Technology of the Ministry of Commerce has also jointly established the Silk Road E-Commerce "Cloud Lecture Hall" with partner countries, and organized domestic experts to give live lectures to government officials and e-commerce practitioners of partner countries, covering policies and regulations, development trends, innovation practices and practical skills. For the characteristic products of partner countries, experts in agricultural specialty community e-commerce, live broadcast e-commerce and other fields are specially invited to discuss and exchange around market expansion. Dozens of live lectures attracted more than 6000 online participants from more than 20 countries, with more than 100000 replays.
Achievements show great potential
Rwanda's coffee and pepper have entered China through e-commerce platforms, Iceland's online retail has grown significantly, and thousands of enterprises along the "the Belt and Road" have optimized their products and services through e-commerce cooperation... Now, the fruitful results of the construction of the "Silk Road E-commerce" are constantly emerging.
At the 6th Global Cross border E-Commerce Conference "Silk Road E-Commerce" International Cooperation (Zhengzhou) Summit Forum held in August this year, the relevant person in charge of the Ministry of Commerce introduced that in the first quarter of this year, China's cross-border e-commerce exports to countries along the "the Belt and Road" reached 92.7%. More and more countries are full of interest and expectation to participate in the "Silk Road E-commerce". Fernando Lugris, Uruguay's ambassador to China, said that Uruguay was ready to carry out cross-border e-commerce cooperation with Chinese enterprises and was willing to help China's e-commerce platform expand from Uruguay to the Caribbean and Latin America. Ali Zahiri, the Ambassador of the United Arab Emirates to China, also said that the "Silk Road E-commerce" cooperation will promote the customized production of traditional foreign trade enterprises, and cross-border e-commerce contains huge development potential. The UAE is willing to enhance and develop bilateral relations with China through "Silk Road E-commerce".
Zhang Li, director of the E-commerce Research Institute of the Research Institute of the Ministry of Commerce, pointed out that the positive role of the "Silk Road E-commerce" in the construction of the "the Belt and Road" is reflected in many aspects, including promoting commodity trade among countries along the "the Belt and Road", driving the innovative development of logistics, payment, digital, information and other multi formats in countries along the "the Belt and Road", and promoting the networking, digitization and facilitation of the "the Belt and Road" trade.
In the future, the cooperation level of "Silk Road E-commerce" will continue to be enriched, and the cooperation potential will be further explored. Some experts pointed out that it is worth noting that the current global economic recovery is still unbalanced, demand growth is slowing down, logistics efficiency is declining, enterprise operating cost pressure is increasing, and there are still factors that do not adapt to the development of new business forms and new models such as cross-border e-commerce. Relevant Chinese departments actively develop the Silk Road e-commerce and establish a bilateral e-commerce cooperation mechanism with more countries, strive to open up new channels for international e-commerce cooperation, adhere to the international economic and trade rules of elevation standards, and promote the high-level development of cross-border e-commerce.
