Firstly, Brazil will attach greater importance to scientific and technological cooperation with China and regard China Pakistan cooperation as a key way to jointly break the constraints of developed countries on high-end technology in developing countries in the future; Secondly, technology enterprises from both countries will play a more important role in China Pakistan's technology cooperation, such as the possibility of increasing commercial technology cooperation based on cross-border investment and inter enterprise technology cooperation; Thirdly, Brazil may increase its openness to China in the field of high-tech industries, and Chinese technology enterprises will welcome new opportunities to invest in Brazil.
When it comes to why visiting Huawei's Shanghai Research Institute has become one of the important agendas for President Lula's first visit to China, Li Renfang believes that it can be understood from the perspectives of "three breakthroughs" and "two transformations":
Firstly, China Pakistan scientific and technological cooperation is conducive to breaking through the monopoly situation of developed countries in the high-tech field. Since the 1980s, cooperation between the two countries has broken through the technology of remote sensing monitoring of Earth resources satellites, ending the technological monopoly of developed countries in this field. In the current era of rapid development of the Internet, deepening technology cooperation between Brazil and China may bring common progress in the field of high-end information technology.
Secondly, strengthening cooperation with Chinese high-tech enterprises is conducive to breaking through the barriers to upgrading modern infrastructure in Brazil. The threat to global information security does not come from Chinese companies and their equipment. Chinese equipment has advanced technology and reasonable prices, which can help Brazil achieve modernization of information infrastructure development within a limited budget.
Thirdly, encouraging Chinese technology enterprises to expand investment in Pakistan is conducive to driving their high-tech industries to break through development constraints. For a long time, developed countries have set high thresholds for developing countries in areas such as high-tech industry investment and high-tech transfer, in order to delay or even prevent the development of high-tech industries in developing countries. In contrast, multiple Chinese enterprises have actively introduced advanced technology into Brazil's investment and effectively promoted the development of Brazil's high-tech industry.
Regarding the "two transformations", Li Renfang stated that on the one hand, Brazil may hope to transform the traditional technology cooperation model led by intergovernmental cooperation and build a new technology cooperation model that emphasizes both official and commercial cooperation. This is the key to more effectively promoting international sustainable cooperation in science and technology, and also the foundation for enhancing the sustainable development capacity of high-tech industries in developing countries. On the other hand, strengthening cooperation with Chinese high-tech enterprises may transform the structure of China Pakistan commodity trade, which is mainly focused on primary products. For many years, Latin American countries such as Brazil have always hoped to increase exports of manufactured goods to China and change the commodity trade structure dominated by primary product exports. Encouraging Chinese technology enterprises to invest in Brazil and building a closer bilateral industrial chain system is undoubtedly one of the feasible ways to expand bilateral high-tech product trade.
In addition to visiting the Huawei Shanghai Research Institute, during President Lula's visit to China, the two countries also achieved significant cooperation results in the field of science and technology. On April 14th, China's Ministry of Industry and Information Technology signed a memorandum of understanding with the Brazilian Ministry of Science, Technology and Innovation and the Ministry of Communications. The joint statement between China and Pakistan on deepening the comprehensive strategic partnership also pointed out that the cooperation and investment potential of the two countries in the field of information and communication technology is enormous, and both sides highly appreciate the signing of the memorandum of understanding between the two countries in this field.

At present, there are four types of opportunities for China Pakistan scientific and technological cooperation: China Pakistan scientific and technological cooperation is based on a high degree of political mutual trust, and its institutionalized operation has sustainable conditions. As BRICS member countries, China and Brazil's technological cooperation will play a demonstration role in BRICS technological cooperation. In order to further strengthen China Pakistan scientific and technological cooperation, Li Renfang suggests that we should continue to deepen scientific and technological cooperation in key areas such as aerospace, digital technology, agricultural technology, healthcare, clean energy, etc., strengthen exchanges of scientific and technological talents and coordination of scientific and technological industry policies between the two sides, explore technology transfer cooperation, increase mutual scientific and technological investment, and promote the improvement of scientific research capabilities and the transformation of scientific and technological achievements between the two countries, Committed to gradually shifting from jointly breaking through high-end technology monopolies in developed countries to achieving scientific and technological leadership in local areas, and setting a benchmark for BRICS cooperation on the basis of benefiting both countries.
