Opening remarks: The first China International Supply Chain Promotion Expo will be held at China International Exhibition Center in Beijing from November 28 to December 2. This is the world's first national level exhibition with a supply chain theme. In order to provide readers with a deeper understanding of the exhibition and display logic of the Chain Expo, as well as a perspective on the supply chain, industrial chain, and value chain of major countries, this newspaper has launched a column titled "China Trade Review · Chain Economy" from today, inviting multiple industry experts to interpret the development trend of China's chain economy from multiple perspectives, in order to entertain readers.
In recent years, the global supply chain has been under continuous pressure due to various reasons, including natural disasters and man-made disasters. Some countries set restrictions on international trade based on national security considerations, reshaped the international trade order caused by geopolitical conflicts, and suspended or even interrupted the global supply chain due to the COVID-19 epidemic and natural disasters. As the world's largest country in goods trade, China is not only an important node and supporting force in the global supply chain network, but also inevitably one of the economies that have been hardest hit by the global supply chain. In order to maintain a normal economic and trade order, enable all parties to leverage their own advantages, form complementary relationships, and promote social development through international trade, it is necessary to actively promote the construction of a safe and mutually beneficial international supply chain network, and form a good and sustainable development momentum under market mechanisms.
Firstly, safety may replace efficiency as the primary focus of the supply chain in the short term. In the process of economic globalization, the supply chain continues to evolve and develop, and the laws of economies of scale make the development direction of the supply chain more focused on improving supply efficiency. However, in the current international situation, events that impact the supply chain are not only frequent but also widely distributed in regions and fields. In order to reduce the risk of supply chain interruption, it is necessary for all parties to actively promote the construction of a diversified and multi-dimensional supply chain network, so that after some links are broken, other links can still meet the needs of international division of labor and cooperation. In order to adapt to the new changes in the supply chain network, it is necessary to adjust the layout of the industrial chain, increase the promotion of international division of labor in the manufacturing industry, and form a collaborative and complementary relationship in the supply chain network.
Secondly, accelerate the promotion of international production capacity cooperation among countries with development needs. The dispersion of the supply chain depends on production capacity, which in turn depends on the development level of relevant industry enterprises. To promote international investment, carry out technological cooperation, cultivate human resources, and improve the business environment, Chinese enterprises need to expand their space through internationalization and may also benefit from the enhancement of their capabilities. The host country needs to enhance the momentum of economic recovery and is also a fundamental condition for ensuring industrial development. Not only the United States and Europe, but also many developing countries have made developing manufacturing and promoting industrialization an important goal of their development. They have also taken and are willing to further adjust and update relevant policy measures. We should take the common interests of all parties as the starting point for cooperation, strengthen policy communication, reduce barriers to economic and trade cooperation, guide enterprises to establish cross-border supply chain networks, internalize the supply chain that originally relied on external markets, and reduce the risk of supply chain interruption.
Thirdly, guide and enhance the driving force of supply chain innovation and development, and enhance the ability to cope with external shocks.
