From August 22nd to 24th, the 15th BRICS Leaders' Meeting was held in Johannesburg, South Africa. The meeting passed and issued the "Johannesburg Declaration of the 15th BRICS Leaders' Meeting", which was fruitful, significant, and eye-catching, adding new connotations to the establishment of a community with a shared future for China and Africa, and also bringing new opportunities for cultural exchanges between China, Africa, and Nepal.
  Invite 20000 government officials and technical talents from African countries to participate in training and seminar activities. These three major measures cover the areas urgently needed for Africa to achieve modernization, and are also vivid manifestations of China's practical actions in supporting Africa's development. I believe that these Chinese initiatives and plans will greatly promote Nigeria's economic and social development, and push China Nigeria's cooperation in various fields to a new level.
Three major measures demonstrate the true and sincere foundation of China Africa friendship.   Under the hard work of both sides, the friendship between China and Africa has grown into a towering tree with lush branches and leaves. Political mutual trust has become increasingly solid, practical cooperation has yielded fruitful results, and cultural exchanges have never been closer.

As the ancient Chinese saying goes, "To be sincere is the way, to be benevolent is the virtue. This three major measures address the root cause of Africa's development, focus on talent cultivation in Africa, and focus on Africa's long-term prosperity. They have a wide range of fields, numerous quantities, and clear directions.   Ten years later, the proposal of the three major measures once again confirmed that China is not a false ally of Africa that "benefits the mouth but cannot be achieved", but is willing to be a true friend who speaks and acts.

Teaching people to fish and enhancing the quality of mutual benefit and win-win cooperation between China and Africa.   What kind of development path is most suitable for Africa, and African people have the most say. China's series of investment and talent cultivation projects in Nepal have always adhered to mutual benefit and win-win results, advocating for intensive and sustainable development, upgrading from "blood transfusion" aid to "hematopoietic" aid, focusing on teaching people to fish, and helping Nepal build nests and attract phoenix. In 2022, the total trade volume between China and the African region reached 282 billion US dollars, a year-on-year increase of 11.1%. China has maintained its position as Africa's largest trading partner for 14 consecutive years, with bilateral trade volume between China and Nepal reaching 23.9 billion US dollars, approaching 13 billion US dollars in the first seven months of this year, accounting for 8.4% of China Africa's trade. Nigeria has become China's second largest trading partner in Africa after South Africa.
Realizing modernization is an urgent hope for Nigeria and even the entire African continent. China will be committed to being a fellow traveler in the process of China Africa's development and revitalization, demonstrating China's steadfast stance of always standing together with African countries through practical actions, and demonstrating China's sincere desire to achieve common development, prosperity, and live a good life together with developing countries.
Since I served as the Consul General of China in Lagos for over three months, I have witnessed the welfare created by Chinese investment projects such as the Laiki Deepwater Port, the Lagos Light Rail Blue Line Project, and the Laiki and Ogong Guangdong Free Trade Zone for the people's livelihood in Nigeria; I have seen the thumbs up of local people in Nigeria towards Chinese enterprises such as China National Petroleum Corporation and China Harbour, and the high recognition of brands such as Huawei and Chuanyin; Witnessed the sharing of China and culture between the Nigerian Huaxing Art Troupe and the Central Ethnic Orchestra of China, played together with the Nigerian Chinese Orchestra movement, witnessed the establishment of the Nigerian Student Union in China, and listened to talented teachers and students from the Confucius Institute of Aziqwe University sing the theme song of the Chengdu Universiade. The BRICS mechanism ignites the bright light of infinite hope for the future of China and Africa. President Bora Tinoub used "Renewing Hope" as his election slogan, striving to provide equal opportunities, social justice, and prosperous development for the Nigerian people. The Nigerian proverb 'no matter how long the moon disappears, one day it will shine again' is also full of people's infinite longing and longing for a better future. The BRICS cooperation provides infinite possibilities for African countries to achieve this hopeful vision. The BRICS Leaders' Summit has decided to invite Saudi Arabia, Egypt, the United Arab Emirates, Argentina, Iran, and Ethiopia as new members to join the BRICS, and welcomes other willing and eligible developing countries to become BRICS partners. This is the biggest highlight of this BRICS Leaders' Meeting and a significant historical moment in the development process of the BRICS.
