With the change and increasing complexity of the geopolitical pattern in recent years, the "the Belt and Road" scientific and technological cooperation needs to transform the innovative cooperation model. In the opinion of Hu Zhijian, a second level researcher of the Chinese Academy of Science and Technology Development Strategy, the overall scientific and technological level and the activity of scientific and technological cooperation of countries participating in the "the Belt and Road" initiative are uneven. "From the past friendly cooperation among governments, including cities and regions, this kind of cooperation should sink into mutual investment, scientific research, universities, parks, and value chain co construction between enterprises." Hu Zhijian said that, taking the cooperation in exploring science parks as an example, on the one hand, it is necessary to "bring in" and introduce physical parks in domestic science parks that cooperate with the "the Belt and Road" countries. One is to "go out", build overseas science and technology parks, form sisters parks with overseas science and technology parks, build offshore incubators and talent workstations, etc., and promote technology transfer.
