Sun Lei, Chargé d'Affaires ad interim of the Chinese Permanent Mission to the United Nations, spoke at an open meeting of the Security Council on Haiti on the 20th, calling for an accelerated political transition in Haiti.

Sun Lei stated that breaking the vicious cycle of the Haitian crisis hinges on establishing a legitimate, effective, and responsible government to put national governance back on track. The Haitian authorities and all political parties must demonstrate genuine political will, build broader consensus through inclusive dialogue, lay the foundation for credible and inclusive elections as soon as possible, and prevent further delays in the political transition.

He noted that violent crime remains rampant in Haiti and called on the Haitian authorities to intensify efforts in combating gang violence and strengthening security governance, emphasizing the protection of civilians, especially vulnerable groups such as women and children, during security operations. China has noted the deployment and progress of the forces suppressing gangs and hopes they will strictly abide by international law, exercise extreme caution in the use of force, and ensure transparency, timely reporting, and accountability in their operations so that the Security Council can maintain close monitoring. The persistent problem of illicit weapons and ammunition is a major reason for the escalating gang violence in Haiti. China once again urges the international community, especially the main sources of weapons and ammunition for Haiti, to strictly implement the Security Council's arms embargo.

Sun Lei stated that the security chaos in Haiti is merely a symptom; the deeper problem lies in the long-term economic decline and developmental stagnation caused by state dysfunction. The Haitian authorities bear primary responsibility for this and must increase investment in people's livelihoods, providing basic services and guarantees such as food, education, and employment, and genuinely improving the living and development environment for the people. China supports the UN development and humanitarian agencies, as well as international and regional partners, in continuing to provide constructive assistance to Haiti. China also hopes that Haiti will continue to strengthen its own capacity building, transforming external support into an endogenous driving force for independent development. China supports the Haitian people in firmly grasping their own destiny and achieving lasting peace, stability, and development as soon as possible. China is willing to work with the international community to continue playing a constructive role in this regard.
